The ACR Board of Chancellors held its winter retreat during the last weekend of January. The meeting included updates on progress made since October 2011.


In my update, I reported on the proceedings of meetings held with leaders of several national and international societies at the RSNA meeting. I also indicated that ACR value statements will be included Case in Point and unveiled a new ACR marketing video presentation, patterned after college half-time videos. The College will also waive its CME fees for members on active military duty participating in online education opportunities. A new Task Force on Teleradiology Practice was implemented and is charged to set standards for ethical competition and clinical performance. The task force, chaired by Ezequiel Silva III, M.D., will produce a white paper describing these benchmark standards.

Harvey L. Neiman, M.D., FACR, CEO of the ACR, updated the Board on the efficient and successful move of our current headquarter operations to a temporary office located at 2003 Edmund Haley Drive in Reston, Va. The headquarters renovation will be completed in approximately nine months.

The Board Nominating Committee recommended, and members of the Board unanimously voted to elect Paul H. Ellenbogen, M.D., FACR, as chair, Bibb Allen Jr., M.D., FACR, as vice chair, and Anne C. Roberts, M.D., FACR, as secretary-treasurer, each for one-year term from April 2012 to May 2013.

The Board approved recommendation to pursue an initiative to license the ACR Appropriateness Criteria® to end-users in a format suitable for incorporation into decision-support systems, noting that ACR will maintain ownership of the content and the intellectual property.

The ACR's Radiology Leadership Institute (RLI) will have its inaugural event July 12-15, 2012, at the Kellogg School of Management, Northwestern University Campus at the James L. Allen Conference Center, in Chicago. The keynote speaker will be Jeffrey R. Immelt, chairman and CEO of General Electric. The program will include sessions presented by renowned Northwestern faculty and radiology leaders.

The Commission on Government Relations and the Commission on Economics detailed their intense work from October to January, which resulted in CMS not implementing its policy to extend the professional component Multiple Procedure Payment Reduction to different group members interpreting studies on the same patient at the same session.

Many new resolutions were reviewed and approved for joint sponsorship by the BOC and the CSC. A full report was submitted by the work group implemented to review the 2011 Resolution 16 — Eliminate Self-Dealing Medical Fees, submitted by the California Radiological Society and referred to the Board by the Council. The work group recommended, and the Board voted, that no further action be taken on this proposed resolution.

The Governance Committee report included an update on the process for handling contested elections and the need to provide more guidance to the College Nominating Committee.

A Radiology Advocacy Group (RAG) Network Committee under the Commission on Government Relations is being implemented to optimize responses to calls for action. The importance of emphasizing grassroots advocacy to practice, chapters, and societies was stressed. Information should include RAG presentations at ACR updates, society meetings, and ACR functions. Howard B. Fleishon, M.D., M.M.M., FACR, will chair this committee.

The Board of Chancellors approved the request from the American Board of Internal Medicine Foundation to participate in a national effort to promote awareness about the importance of stewardship of health-care resources. Participating organizations were asked to submit five things whose necessity should be questioned or discussed. The ACR submitted the following five topics: Imaging for Headache in Ambulatory Settings, CT for Pulmonary Embolism, Routine and Pre-operative Chest X-rays, Imaging Children for Suspected Appendicitis, and Repeat Ultrasound for Benign Ovarian Cysts.

The ACR Commission on Human Resources is extending its mission to fully incorporate HR issues related to radiologists in addition to its traditional focus on allied radiology personnel. The commission is also preparing a response on the International Atomic Energy Agency's Report on Staffing Models in Medical Imaging, which was delivered to the International Society of Radiology Board of Directors in March.

The Task Force on Medical School Radiology Education is developing a database and a comprehensive proposal for improvement on the current status of radiology education in medical schools with the ultimate goal of producing a uniform model for implementation.

The Board approved the request to establish a new contract for JACR, which will celebrate its tenth year in 2013.

Donald P. Rosen, M.D., has been hired as the CEO of ACR Image Metrix® (IM). He was an IM Board member, founder, and chief strategist of Rad-Pharm, Inc., and a member of Princeton Radiology Associates for ten years. Eric S. Perlman, M.D., has been named the new Chief Medical Officer of IM.

Mitchell D. Schnall, M.D., Ph.D., FACR, professor of radiology at the University of Pennsylvania and the ACRIN® Network Chair, gave an update on the impact of the NCI's cooperative group reorganization of ACRIN with the Eastern Cooperative Oncology Group.

All commissions, committees, and task forces provided an annual report that will be presented to the Council for approval in April 2012.

The Board of Chancellors will next meet in April 2012 at the AMCLC and will again report its proceedings to the membership.
